Read the following project description and choose the best answer to the question about the project.

The students in the 9th grade social studies class enjoyed working in groups and were happy to hear that their project in civics would allow them to form teams for research and presentation.  The teacher decided to let students choose their own groups, since this was the first project of the year and wanted students to enjoy the process.  After a class discussion in which the scope of the project and the driving question was explained to students, the teacher handed out a packet of materials to each student.  The packet included a schedule for research, drafts, and exhibitions.  Students were reminded of the importance of deadlines.  The next day, students set to work in groups on the tasks.  They continued their work for five days.  The teacher noticed that, in general, the students appeared to be working diligently.  At the end of the five days, students handed in the first assignment on the project.  Most student handed the work in on time. Most of the students handed their work in on time, but the teacher was disappointed with the quality of the work. Most students seem confused about the goals of the project. Some groups did not appear to be productive.
